Penny has an extensive background in health care management, with a distinctive focus on home health, hospice and private duty for over 25 years. Penny is a steady influence in chaotic environments and excels at facilitating resolution to problems and group facilitation. Penny’s executive management experience includes implementing new software systems, data analysis, creating and executing care delivery models, assisting with the development of telehealth programs including leading one of the first home care companies to the successful implementation of telehealth.
She has developed and implemented a successful hospital readmission reduction program, as well as a case management model of care with specialties including wound care and infusion. Penny has been responsible for effective results in homecare, bringing the triangle of financial, clinical and sales together for the best possible results in home care.
Penny has experience in all areas of nursing, as well as, DME/Medical Supplies and Infusion/Specialty Pharmacy.
Penny has served as President of the state association of homecare for multiple terms. She is also a member of the National Association of HomeCare and has served on multiple committees and teams. She has served as a board member for the state nursing association and the Mississippi Nurses Foundation and the advisory board for the University of Southern Mississippi School of Nursing. Penny has her Master’s of Science in Nursing from the University of Southern Mississippi.

Dr. Hull completed her BS in Physical Therapy from the University of MS Medical Center and her Doctorate from ATSU in 2013 with extensive research on the predictors of re-hospitalization in the geriatric population. Dr. Hull is a dedicated, compassionate and results-driven healthcare professional eager to leverage her unparalleled 29 year background in home healthcare with experience from field clinician to executive positions. Since 2001, she has performed various executive positions including Local Director, Regional Director, Corp. Director, AVP and VP, and COO for three large home care companies. Dr. Hull authored both Safe Strides & Balanced for Life which areTrademarked Programs for two National Home Health Companies. Through these, she had an impressive track record of streamlining operations and enhancing productivity through successfully implementing clinical programs and developing top performing clinical, business development and operational teams resulting in outstanding clinical outcomes.
